The final implementation report on the National Child Support Noncustodial Parent Employment Demonstration (CSPED) was released on January 15, 2019. It reflects demonstration activities that commenced in fall 2012, when the eight child support agencies competitvely awarded grants by OSCE to participate in CSPED began a one-year planning period, and concluded with the end of the demonstration period in September 2017.
The purpose of this report is to begin to fill in the blanks by documenting the characteristics of more than 10,000 noncustodial parents who participated in the Child Support Noncustodial Parent Employment Demonstration program (CSPED). The federally funded intervention was operated by child support agency grantees within eight eligible states, and served noncustodial parents who were behind on child support payments and experiencing employment difficulties. The final impact report on the National Child Support Noncustodial Parent Employment Demonstration (CSPED) was released on March 14, 2019. The primary goal of the intervention was to improve the reliable payment of child support in order to improve child well-being and avoid public costs. Key outcomes related to noncustodial parents' (1) child support orders, payments and compliance, as well as attitudes toward the child support program; (2) work and earnings; (3) sense of responsibility for their children.
The strong correlation between child care and maternal employment rates has led previous research to conclude that affordable and readily available child care is a driving force both of cross-country differences in maternal employment and of its rapid growth over the last decades. We analyze a staged expansion of subsidized child care in Norway. Our precise and robust difference-in-differences estimates reveal that there is little, if any, causal effect of subsidized child care on maternal employment, despite a strong correlation.
This brief summarizes the experiences of leaders and staff from eight career pathways programs that participated in the Pathways for Advancing Careers and Education (PACE) Evaluation. Based on firsthand accounts, the brief describes how staff perceived the benefits of participating in the randomized controlled trial (RCT) evaluation, the challenges they experienced—in particular recruiting study participants and implementing its random assignment procedures—and how they overcame challenges. The brief then describes lessons staff learned from participating in PACE.
Far less is known about predictors of quality for family child care homes than for child care centers. The current study of 120 randomly-selected family child care providers in four Midwestern states examined distal, state policy-level variables (family child care regulations and the concentration of children cared for who received public child care subsidies, referred to as subsidy density), and proximal, provider-level variables (providers’ level of education and reported annual training hours) as influences on global quality and caregiver sensitivity.
The Pathways for Advancing Careers and Education (PACE) evaluation is a study of nine promising programs that use a “career pathways” framework for increasing education, employment, and self-sufficiency among low-income individuals and families. Funded by the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services, PACE will include three points of participant follow-up—at 18 months, three years, and six years after random assignment.
This volume and its companion volumes are the first of two reports designed to share the experiences of the 17 Early Head Start research programs with others. The first report focuses on the programs early in their implementation (fall 1997), approximately two years after they were funded and one year after they began serving families. Volume I examines the characteristics and experiences of the 17 research programs from a cross-site perspective, focusing on the similarities and differences among the programs in fall 1997.
This report documents the implementation and early impacts of the Workforce Training Academy Connect (WTA Connect) program, operated by Des Moines Area Community College (DMACC) in Des Moines, Iowa. WTA Connect aimed to help low-income, low-skilled adults access and complete occupational training that can lead to increased employment and higher earnings. It is one of nine career pathways programs being evaluated under the Pathways for Advancing Careers and Education (PACE) study sponsored by the Administration for Children and Families.
This article examines extended foster care for youth through age 21 in Illinois as compared to programs in Iowa and Wisconsin that at the time served youth until age 18. Results showed with the extended program, youth were more likely to attend college, less likely to become pregnant or homeless, and less likely to become involved with the criminal justice system.
