Policy leaders look to quality data and statistics to help inform and guide programmatic decisions. As a result, assessing the quality and validity of major household surveys in capturing accurate program participation is essential. One method for evaluating survey quality is to compare self-reported program participation in surveys to administrative records from the program itself. In this paper, we are interested in understanding two issues.
To systematically document key characteristics and features of American Job Centers (AJCs), Mathematica and its partners—Social Policy Research Associates, The George Washington University, and Capital Research Corporation—conducted the Institutional Analysis of AJCs for the U.S. Department of Labor. This paper discusses key features and experiences of 12 AJCs that are located in rural areas. The research focuses on AJCs as the unit of service delivery, which is a narrower focus than prior studies of the rural workforce system as a whole.
Social support protects women from various negative consequences, yet we have little understanding of how rural women acquire and utilize social support. Using interviews of 24 women in a North Dakota community, this research sought to understand how rural women were supported as new mothers. One, familial women and partners were vital supports to these women. Two, medical professionals were expected to provide only the “medical part,” consisting of medical information and delivery procedures. Finally, dangers of limited social support were examined.
This brief uses the Family Resource Simulator and Basic Needs Budget Calculator, policy analysis tools developed by the National Center for Children in Poverty (NCCP), to demonstrate the basic costs associated with living and working in North Dakota and illustrate the important role of work supports in helping low-income families make ends meet.
This PowerPoint presentation from the 2017 NAWRS workshop discusses the likelihood of low-income children who received federal Child Care and Development Fund (CCDF) - subsidized care in early childhood - being held back in school, from kindergarten onward. Additionally, this presentation explores whether this association is particularly pronounced for low-income Black and Hispanic children relative to low-income children from other race/ethnic groups.

Predatory lending practices, which increased with the collapse of the subprime mortgage market, disproportionately target Native American communities and other vulnerable populations. This report provides an overview of the predatory lending practices that have had a harmful impact on Native people and highlights the efforts of five Native Nations to fight this growing problem. This is the story of Horizons, a major rural community leadership program undertaken by the Northwest Area Foundation to address poverty in rural areas. The goal of the program was to identify, prepare, and equip new leaders and help them take community action on poverty (Morehouse, 2010). In large part, Horizons succeeded. Many communities formed plans and common definitions of poverty, and new leaders helped expand communities’ existing capacity to pursue change.
This report presents key findings from the evaluation of the first round of the Tribal Health Profession Opportunity Grants (HPOG) Program. These findings show that all five of the Tribal HPOG grantees established programs that led to healthcare training completion and employment. The report includes findings on programs' structures, processes, outcomes, and insights related to these findings. The evaluation team worked to conduct a culturally responsive evaluation by receiving input from partners, advisors, and grantees throughout the evaluation. (author abstract)
This brief presents an overview of the Health Profession Opportunity Grants University Partnership Research Grants (HPOGUP) and discusses the contributions these studies are making to the body of knowledge regarding the education and training, employment, and advancement of low-income job seekers. HPOGUP funds studies conducted by university researchers that have partnered with one or more HPOG program grantees to answer specific questions about how to improve HPOG services within local contexts.
