The passage of Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), created significant interest in understanding the impact of health status on the ability of low-income individuals to achieve higher levels of economic self-sufficiency. With the passage of the Affordable Care Act, increased attention has been shown to the health status of low-income and working individuals. Numerous studies have focused on the impact of physical, mental and behavioral health challenges— including physical and learning disabilities and substance abuse issues—which pose significant barriers to successful entry into and attachment to the labor force. This section of the SSRC features research on these key issues, as well as a variety of resources related to specific programs and approaches including: research on community health centers and rural health clinics; toxic stress; substance abuse; health insurance; Medicare; Medicaid; and other State and private programs.
