    This paper describes the limited educational progress for children in Head Start and the problems resulting from a fragmented approach to early childhood programs and services. The paper also presents evidence from early childhood research and documents state efforts that have successfully addressed these problems. Finally, the paper explains the President's proposal for Head Start reauthorization, which builds on the evidence to strengthen the program and, through coordination, improve preschool programs in general to help ensure that children are prepared to succeed in school.     Objectives. This study examined racial/ethnic disparities in mental health service access and use at different poverty levels.

    Methods. We compared demographic and clinical characteristics and service use patterns of Whites, Blacks, Hispanics, and Asians living in low-poverty and high-poverty areas. Logistic regression models were used to assess service use patterns of minority racial/ethnic groups compared with Whites in different poverty areas.

    Results. Residence in a poverty neighborhood moderates the relationship between race/ethnicity and mental health service access and use. Disparities in using emergency and inpatient services and having coercive referrals were more evident in low-poverty than in high-poverty areas.

    Conclusions. Neighborhood poverty is a key to understanding racial/ethnic disparities in the use of mental health services. (Author abstract)

    In recent years, interest has grown in the role of community colleges in helping low-skill and low-income individuals advance out of poverty and toward self-sufficiency. In part, this interest is a reaction to the shortcomings of traditional workforce and adult education programs. It also reflects the impressive efforts of innovative community colleges to focus resources and leadership attention on strategies to improve postsecondary attainment, persistence, and program completion for lower-income working adults.

    MDRC’s Opening Doors to Earning Credentials project and its early reports echoed the conclusions of Norton Grubb, a professor at the University of California at Berkeley, and others regarding the potential of community colleges — that community colleges are the local educational institutions with the greatest potential for helping low-wage workers earn skills and credentials that lead to both educational and career advancement. At the same time, Opening Doors identified serious obstacles to realizing that potential, including the characteristics of the low-wage workforce, the institutional structure and priorities of most community colleges, and the external policy environment in which they operate.

    MDRC has identified three strategies that might enable colleges to be more effective in helping working adults obtain college credentials. These are: (1) financial incentives that can address the high cost of college for low-income individuals; (2) student supports that can help working adults cope with academic, personal, and other problems that often result in their dropping or stopping out; and (3) program and curricular innovations and redesign that can cope with the severe time constraints, skill needs, and job advancement hopes of working adults.

    MDRC asked Jobs for the Future to look at curricular and program redesign strategies being used in community colleges today to speed advancement from lower levels of skill into credential programs and to shorten the time commitment that earning a credential demands of students. This paper presents a framework for understanding the range of experimentation with program and class reformatting and redesign. It identifies programs that exemplify promising approaches. The paper concludes with issues and questions that MDRC will need to address in assessing whether to proceed with a research program focused on program redesign efforts geared to working adults’ needs.     The extent to which means-tested transfers, social insurance, and tax credits fill the gap between a family’s private resources and the poverty threshold is a periodic barometer of the social safety net. Using data on families from the Current Population Survey, I examine how the level and composition of before- and after-tax and after-transfer poverty gaps changed in response to changes in the policy and economic landscapes over the past two decades. The estimates presented here indicate not only dramatic changes in the level and sources of income maintenance programs filling the poverty gap, but also dramatic changes in which demographic groups successfully fill the gap. From the peak-to-peak business-cycle years of 1979 to 1999, the fraction of the gap left unfilled among non-elderly families in poverty has expanded by 25 percent, while the unfilled gap has increased by 50 percent among single female-headed families, families headed by non-whites, and families residing in the Northeast. In a given year the poor in the South fill considerably less of the poverty gap with cash...

Over time, the poor in all regions of the country have substituted SSI, SSDI, and the EITC for cash welfare. Indeed, by 1999 the unfilled gap for families with related children present would be one-fifth larger without the EITC. With the exception of married-couple families, this apparent rate of replacement of disability payments and tax credits for cash assistance is less than one for one, leaving most poor families, especially non-white families and single female-headed families, financially more vulnerable today than in previous decades.
